The division strives to improve efficiency and implement business solutions with a high level of customer service and professionalism, while fostering a collaborative work environment.
Disbursement Services is responsible for processing all commercial checks used to make payments for all Orange County school district purchases except salaries.
Commercial checks prepared by school district personnel are submitted to the unit for audit and approval.
Disbursements orders checks, researches lost or stolen checks, reviews checks for legality, processes voided checks, and registers and prepares checks for delivery to school districts.
OCDE is currently seeking a skilled and adaptable professional to serve as Disbursement Services Manager.
The Disbursement Services Manager will supervise, review and participate in the development and implementation of disbursement services for the Department of Education; and to perform a variety of technical tasks relative to assigned area of responsibility.
Essential Functions:
Develop and review procedures regarding auditing and processing of fiscal transactions which include general expenditures of school districts K-14 to ensure compliance with proper statutory requirements and contractual agreements.
Conduct various audits for the districts as appropriate.
Establish and review procedures for auditing and processing school district expenditures.
Act as liaison with school district representatives and county counsel, to resolve questions of legality of school district transactions.
Provide leadership in the interpretation and application of state and federal laws and regulations to school districts.
Review applicable legislation and new laws and disseminate this information to appropriate school district and department personnel.
